FIXED The Solution I found that worked for me.
Go into Control Panel and find go to Programs Uninstall a program. Look for these 2 programs to uninstall. Toshiba Recovery Media Creator and Toshiba Disc Creator. If both programs are not listed the Toshiba Recovery Media Creator should be there. Uninstall it and when completed it will ask you to restart the computer.

Don't shut it down, do a restart. When the machine restarts go to Device Manager and the listed devices should now show 'DVD/CD-Rom drives'. The yellow triangle with the exclamation mark in it should be gone and your drive should now work and be recognized.
This solution was listed as a fix for Windows 8 but it worked for me when I used it to solve the yellow triangle error in my Windows 10 installation. Good Luck Support.Toshiba.com helped with suggestions.
